Here is my logic - if the number of people receiving welfare (paupers) tripled, then “even though” would not be used…in that case I think it should be like…
the number of people receiving welfare tripled because the economic slowdown forced them into pauperism..

if the people receiving welfare declines (choice e) …then “even though” seems right since even though there is an economic slowdown that leads people into a condition of poverty yet there has not been an increase in people receiving welfare rather a decrease.

I also agree, the answer must be “E” since “even though” implies a conclusion counter to what would be expected (number of people receiving welfare __declined__, even though — surprising conclusion– more people pushed into ___poverty__.) The answer “D” would be correct if “even though” were replaced with “because an economic slowdown …”

I think the answer is E. Cuz, ideally the number of ppl receiving welfare shud increase in case of economic slow down. but that is not happening (EVENTHOUGH is the hint 4 that). But actually this sentence can b interpreted in many different ways.
