as ‘although’ carries the link betn benevolent and the blank work, and it must be reticent, which means quiet or taciturn or uncommunicative…
becoz although suggests to use opposite word of benevolent, which in turns a positive word…

i am confused between it can be reticent (one who talks little or reserved) at the same time it can also be indifferent (apathy or unconcerned).

i think its ‘unpredictable’.. it says generally benevolent… which means sometimes it might be opp… hence B..

I think ans is B i.e unpredictable coz the word massive changes indicates that government is not reticent but introduces changes which are benevolent but unpredictable.
If government remains reticent then how it does benevolence.hence reticent can’t b the ans.Ans is B> UNPREDICTABLE.

i think its reticent. benevolent means helpful,so whatever the counsel decides,its helpful,but they keep their thoughts to themselves
